Consular registration

Consular registration

Consular registration is an administrative formality that concerns Algerians residing regularly in a foreign country.

It is a prerequisite for benefiting from the protection and various services provided by consular representations.

The consular registration card is issued free of charge. It is valid for five (5) years; its renewal must be requested.

People wishing to register for the first time must go to the headquarters of the consulate covering their place of residence.

Minor children (under 19) are registered at the request of the holder of parental authority. In case of divorce, it is mandatory to present the divorce decree.

After registration, any change in situation (civil status, address, profession, etc.) must be reported to the consulate by providing the corresponding supporting documents.

In the event of a definitive return to Algeria, any registered person must request their removal from the registration file.

The documents to be provided for the first registration:

  • the registration application form duly completed, dated and signed, to download (see forms section).
  • An Algerian identity document (passport or Algerian national identity card).
  • Photocopy of the first three pages of the passport plus the pages containing entry visas to foreign country territory.
  • A certificate of Algerian nationality or failing that: if the applicant was born in Algeria, the full copy of the birth certificate and that of the father and if the applicant was born abroad, an extract of the transcribed birth certificate at the consulate covering the place of birth (see civil status section: transcriptions), accompanied by full copies of the birth certificates of the father and paternal grandfather, born in Algeria.
  • The naturalization decree if the applicant has acquired Algerian nationality.
  • The residence permit or the receipt of deposit of its renewal or the French national identity card, currently valid and a photocopy.
  • A recent proof of residence (dating back less than 3 months), rent receipt, electricity receipt or any other document and a photocopy.
  • A sworn statement from the landlord legalized by the town hall of the place of residence, as well as recent proof of address, for the people staying.
  • Proof of employment: payslip, school certificate, pensioner's card, or other document, as the case may be, and a photocopy.
  • Four (04) recent identity photos of the front and of the same print (size 3.5 x 4.5 cm).
  • The marriage certificate or copy of the family record book for married people.
  • Divorce decree (original and a photocopy) for divorced women.

The spouse and minor children born to an Algerian father or Algerian mother are registered on a subsidiary basis.

The spouse must present the same documents listed above and an extract from the marriage certificate

Required documents for minors:

  • If the child was born in Algeria, the full copy of the birth certificate.
  • If the child was born abroad, an extract of his birth certificate transcribed from the consulate covering the place of birth.
  • A photocopy of the residence permit or the foreign identity card and a photocopy.
  • Two recent passport photos of the same print.

Important

The presence of the father or legal guardian is mandatory for the establishment of any document for the benefit of a minor.

The documents to be provided for the renewal of the registration card:

  • Expired registration card.
  • The application for renewal of registration duly completed, dated and signed (see forms section).
  • Proof of residence (residence permit or valid foreign identity card) and a photocopy.
  • A recent proof of address (only in case of change of address) and a photocopy.
  • Two (02) recent identity photos, full-face and of the same print.

Consular re-registration

Re-registration is required for any national who settles again in the consular district, after having benefited from a certificate of change of residence (CCR) or following his deletion from the registration file on his request. He must present the same documents as those provided for the first registration file.

Deletion from the registration registers

In accordance with Articles 36 of Presidential Decree No. 02-405 of November 26, 2002 relating to the consular function, in particular Articles 26 and 27, the removal from the consular registration registers is carried out in the following cases:

- Death.
– Definitive return to Algeria
– Change of consular district.
– On handwritten request for removal.
– Absence for more than 10 years.

The striking off of the registration registers leads to the striking off of the electoral list during the revisions.
